PRESIDENTIAL ACCENT
Change is an inevitable
constant thing throughout human existence. Positive changes take a pivot
position and plays important role in the transformation towards positivity. It
is on this premise that I salute the courage and relentless effort of the
entire representative council of this noble association (NAAS OOU) led by the
indefatigable leader, Hon. Quadri Uthman
A. for taking the right bold step in the right direction at the right
time for the long overdue rebranding of this greatest authority and bond of the
association (NAAS CONSTITUTION). Indeed, this is a step to the greater height
this noble association deserves. I thank God for his grace in the lives of the
past and present NAASites, NAAS EXECUTIVE COUNCIL, REPRESENTATIVE COUNCIL,
JUDICIAL COUNCIL and all other progressives that have in one way or the other
contributed towards the success and achieving the greater height of this
association. May we all be rewarded according to our labour and service to
humanity. To those who will be taken the mantle of this leadership of this
association, I plead, beseech, and pray to be visionary, objective, and at
least doing a thing towards lifting the association to its deserved position
(beyond her contemporaries).

INTRODUCTION
THE NIGERIAN ASSOCIATION OF AGRICULTURAL STUDENTS
(N.A.A.S)
The Nigerian
Association of Agricultural Students (NAAS) as an academic association whose
main objectives is to promote Educational and Social interaction between
Agricultural students, to students, to represent the interest of Nigeria the
interest of Nigerian students. The association was formed in 1973 of the
Faculty of Agriculture, university of Ibadan.
Ever since the seat of the national headquarters have been on rotational
basis (Biennially), via election at national conventions. The headquarter once
in Ogun State University (now Olabisi Onabanjo University) Ago-Iwoye
(1993-1995).
PREAMBLE
We, the entire
students of College of Agricultural
Sciences, Olabisi Onabanjo University, Yewa Campus, Ogun State, Nigeria being
fully aware of the need to uplift the general progress of the members of
Nigeria Association of Agricultural Students (NAAS) with a view to fostering
good relationship between all members
and later for the general welfare of members and in order to provide means by
which we will effectively utilize the education, cultural and social resources
of the association for the development of responsible community participation.
Co-operation and leadership and to contribute our quote to the progress of
Agriculture in our Country; Nigeria. We resolved firmly and solemnly to form
and establish the constitution and that, this constitution shall be the highest
law-making document for the running of the Association (NAAS) in this campus.
We promise to work together in the spirit and dictate of this constitution.
AIMS AND OBJECTIVES.
Ø To promote
educational and social interaction between Agricultural students
Ø To cater for the
general welfare and interest of the members of the association.
Ø To promote
relation and inter change of ideas in all fields of agricultural educational
and the practical application of agriculture among members.
Ø Organize
seminars and lectures where members can acquaint themselves with the problems
facing agriculture in Nigeria and other topics that may be considered
necessary.
Ø To organize
membership visit to Agricultural establishments, research institutes,
farms/industries and when the need arises
Ø To observe her
constitutional rights and obligations from the national Body of Nigeria
Association of Agricultural Students (N.A.A.S)
ARTICLE 1
GENERAL PROVISION
SECTION 1: NAME AND ADDRESS.
(a) The
Association shall be known, called and addresses as the Nigerian Association of
Agricultural Students, Olabisi Onabanjo University (formally Ogun State University)
chapter. College of Agricultural Sciences, P.M.B 0012, Yewa campus, Ayetoro,
Ogun State, Nigeria.
(b) This
Constitution shall be cited as NAAS OOU Constitution 2007 (As Amended)
SECTION 2: SUPREMACY
This
Constitution is supreme and its supremacy shall have binding force on all
members of the Association.
SECTION 3: MEMBERSHIP OF ASSOCIATION
Sub-section 1:
(a) All duly
registered students of the college are recognized by the association and shall
be deemed members of the association.
(b) All departmental
Association shall also be members of NAAS.
Sub-section 2: A
financial member is any member of the association who has paid his/her annual
due and any form of levies that may be required of him/her.
Sub-section 3: A
non-financial member is a member who has defaulted in payment of his/her annual
due and any form of levies that may be required to him/her.
Sub- section 4:
(a) The Annual
due shall be
(i) Three
hundred naira (N300) stalites
(ii) Five
hundred Naira (N500) freshmen
(iii) The
Departmental Associations shall pay a sum of One Thousand Naira (N1000)
seasonally to NAAS account
(b) The annual
due is liable to a change by a vote of 2/3rd majority Majority of member of NRC
present and voting when the need arises; provided a quorum is formed.
Sub-section 5: Donation,
aids-gift from individual or groups of individual organizations, governments
and other bodies for general and specific purposes, so long as such an
assistance shall not in any way compromise the aims and objectives of NAAS or
undermine its policy or compel it to modify or alter its activities, shall form
part of the NAAS resources. On no account should the aforementioned items
listed on Article 1, section 3, subsection 5a spend more than Twenty-four hours
(24hrs) in any officer’s hand before deposition into the Association account. Such
items or materials must not be used without the approval of the NRC.
Sub-section 6: All
revenues or other moneys raised or received by this association shall be paid
directly in to account of this Association before withdrawer for any project. In
case of withdrawal, the Deputy Speaker with any of either the President or
Financial secretary shall sign for withdrawal. No money shall be withdrawn from
the account of the Association except to meet expenditure that is charged upon,
or where the issue of those money has been authorized by the house/NRC. The
remuneration and sitting allowances payable to C.E.C members, NRC members,
judicial council members and other committee members shall be a charge upon the
account of the Association There shall
be a fiscal policy sharing of 60:30:10 allocated to the Executive, Legislative
and Judicial arms of Government respectively.
SECTION 4: PATRONS OF THE ASSOCIATION
Sub-section 1:
The provost of the college of Agricultural sciences shall be the chief patron
of the
Association.
Sub-section 2;
The Deans of faculties, the Heads of departments shall be made patrons.
Sub-section 3:
Other patrons of the association shall be chosen from amongst members of the
public who show marked interest.
Sub-section 4:
Such patrons shall be deemed a patron after he formally notifies the
association of
his acceptance of the offer as a patron.
Sub-section 5:
Any member of NAAS shall have the power to recommend any individual to the NPC for appointment as
patron of the Association.
Sub-section 6:
Such recommendation shall be approved by 2/3rd majority of members of NRC present and voting provided
if the quorum is formed.
SECTION 5: OFFICE OF THE GRAND PATRON
Sub-section 1:
shall fully coordinate the activities of other patrons the growth of the
Association
Sub-section 2:
shall through his/her cooperation see to the upliftment and progress of
the Association.
Sub-section 3:
shall serve for a period five (5) years after which he might be reappointed or
not
SECTION 6: HONOURARY LIFE MEMBERSHIP
Sub-section 1:
The NRC shall and it’s last sitting before dissolving itself decides on, who to
be made life
members of the association.
Sub-section 2: Life
member shall be conferred on out-going and or former member of NAAS who have be
backed by 2/3rd majority of members of NRC present and voting. Any person conferred
with life membership shall be awarded a certificate duly signed by the
president, chairman, or honorary committee. The honorary committee shall set up
toward the end of every parliamentary year by the NRC. He/she shall participate
in recognized meetings and functions of the association.
Sub-section 3:
Membership shall be revoked by a resolution of 2/3 majorities of members of NRC
present and voting provides a quorum is formed.
SECTION 7 ASSOCIATION ADVISERS
Sub-section 1:
The Association shall have at least one adviser at any instance.
Sub-section 2:
shall be nominated by the executives provided if pass through ratification
2/3rd majority
of members of NRC present and voting provided a quorum is formed.
Sub-section 3:
shall possess evidence of retained interest in the Association affairs
Sub-section 4:
shall be removed in line with Article 1, section 6, sub-section 3
SECTION 8 ADMINISTRATION OF THE ASSOCIATION
The
Association’s administration shall consist of the Legislative, Executive
and Judiciary
arms.
ARTICLE 2
SECTION 1: INVESTITURE OF THE LEGISLATIVE POWER
Sub-section 1: The
Legislative powers of the Association is here invested in the NAAS Representative
Council (NRC) and the Congress.
Sub-section 2:
NAAS Representative council of Five Students each from part 1-5
Sub-section 3:
The NRC shall have power to make laws for the peace, order and good governance
of the Association.
SECTION 2: THE CONGRESS/GENERAL MEETING
Sub-section 1:
General assembly of students shall hereafter be called “General Meeting”
or “Congress”.
Sub-section 2:
Function of the Congress
The general
meeting/congress shall take decision on matters which in the opinion of
the Executive council or the NRC
is beyond their powers Congress shall be called 3 times in a parliamentary year
to explain to the congress the state of Association. The executive shall at the
end of its tenure of office prepare an annual report and presented to the
congress by the General Secretary.
Sub Section 3:
Holding of General meeting/congress.
The president of
the Association shall summon a general for the purpose of Article 2, section 2,
sub-section 1. The speaker shall summon
general meeting within 24 hours of the receipt of a written duly signed by
members of the N.R.C. The general meeting shall be deemed legal if it were
called by any group of at least 1/8th of
financial members of which of least 20% shall represent each of at least four
parts in the college. In the case of Article 2, section 2, section 2,
sub-section 3 (c) the notice of such a general meeting shall be duly signed by
all the 1/8th of financial members of the general meeting concerned. The
president shall preside as the chairman of any general meeting so called.
SECTION 3: NRC AND ITS COMPOSITION
There shall be
student (NAAS) representative council, N.R.C which shall be representative
policy making body of the Association consisting of

The Chief Whip
The Assistant Clerk
Constituency Leaders
Others student (NAAS) Representative
elected/nominated from respective levels on the basis of 20% of the accepted
N.RC members which is also 20% of the registered members.
SECTION 4: TERMS OF OFFICE OF THE NRC
The NRC shall
function for two (2) semesters of an Academic session representing a
parliamentary year and stand dissolve thereafter.
SECTION 5: POWERS AND FUNCTION OF NRC
THE NRC shall:
Sub section 1: Consider
and approve the session Budget of the Association at the first business meeting
of the council which must be convened not later in a 21 days after Association
election.
Sub section 2: Have
the power to set up such standing order committee/commission as it many deem
fit subject to the provisions of this constitution and at the same time to
dissolve such committee or suspend or remove any member of the committee.
Sub section 3: Consider
the progress reports of various standing committees, commissions, and councils
of the Association.
Sub-section 4: Consider
proposals, motions and other matters raised in connection with or incidental to
the provisions of this constitution and pass recommendation to the appropriate
body or bodies for execution.
Shall have the
right to approve any programme of any member of the C.E.C, which is seen to
benefit the Naasities and ensures the growth and uplifting of the Association
such programme shall be presented to the House through the office of president.
Sub section 5: Upon
a petition signed by at least one of the members of the NRC review any programme
(s) proposed by the Association Executives Council.
Sub section 6: Upon
a petition signed by the chairman of the Audit committee, the NRC shall have
the power to summon any defaulting officer to give detailed explanation. If not
satisfied refer such officer to judicial Council.
Sub section 7: Have
the power to examine the state of the Association financial upon a
petition signed
by at least 7 members of the N.R/C
Sub section 8: Shall
have the power to discipline any member of the Arms of government found guilty
of any misconduct detriment to the upliftments of the Association.
Shall also have
power to discipline any officer through Disciplinary Committee, Such a member
of any of the Arms of government has the right to appeal to the judicial
council.
Shall have power
to discipline any member of any arm of government found guilty of disregarding
or acting contrary to any motion and resolution passed by 2/3rd majority
present.
Sub-section 9:
Shall publish findings of the Audit committee to members of the Association
Sub-section 10:
Direct, if it chooses, that a referendum be conducted in order to determine any
matter whatsoever.
Sub-section 11:
Do all such other things to guarantee the effective achievement of the
objectives which have been set out in the preamble of this constitution.
SECTION 7: OATH OF OFFICE BY THE SPEAKER AND DEPUTY
SPEAKER
Both the Speaker
and Deputy speaker shall before taking their seats in the opening of the NRC
for the parliamentary year take and subscribe before the entire members of the
N.R.C of office or allegiance which will be administered by the provost of the
college or former speaker of the NRC.
SECTION 8: SPEAKER OF N.R.C
Sub-section 1:
The speaker who shall be an elected member of the N.R.C shall be elected by
2/3rd majority of the NRC. If the contestants are two or less that two as
simple and majority, if the contestant are more than two.
Sub-section 2: He
shall have power to maintain order in the NRC.
Sub-section 3:
He shall have power to summon the meeting of NRC through the clerk.
Sub-section 4:
He shall impartially direct the proceeding at the sitting of the NRC and he
shall execute all other functions conferred on him under the provisions of this
constitution.
Sub-section 5:
He shall, at the sitting of the NRC interpret the constitution of the
Association in good faith, provided such interpretation shall be reversible by
2/3rd of members of NRC present and voting without prejudice to interpretation
given by the judicial council.
Sub-section 6:
The office of the speaker shall become vacant If he ceases to be a member of
the NRC otherwise by reason of dissolution of the NRC
If the NRC by a
motion supported by 2/3rd majority of members (whether arising from infinity of
mind or body) or for act of misconduct.
Sub-section 7:
He must have spent one parliamentary year in the house
SECTION 9: DEPUTY SPEAKER
Sub-section 1: The
deputy speaker who shall be an elected member of the NRC shall be elected by
simple majority members of parliament.
He/she shall
assist the Speaker from time to time and shall perform all the duties of the
Speaker in his/her absence.
Sub-section 2: He
shall during every sitting of NRC take roll of member present and shall within
24hours after NRC has adjourned, forward a list of absentee member to the
speaker for necessary action in accordance with the provision of this
constitution. The deputy speaker shall give all the details of the Association
financial transaction at every meeting.
Sub-section 3: He
shall be the financial officer of the NRC
He shall be a
permanent signatory to the Association account i.e without the Deputy Speaker
withdrawal cannot be made from the Association Account.
SECTION 10: CHIEF WHIP
Sub-section 1:
The chief whip which shall be an elected member of the NRC and shall be elected
at the first sitting of the NRC by simple majority of members present and
voting.
Sub-section 2:
He shall be responsible for keeping order when the house is in session.
Sub-section3: He
shall receive permission from the members of the house who wishes to leave the
floor of the house before the meetings of the day come to a close.
Sub-section 4:
He shall take message from the speaker to the members and from the members to
the speaker when the house is in session.
Sub-section 5:
He shall perform other duties as the speaker deems fit pursuant to his function
while house his in session.
SECTION 11: CLERK OF THE HOUSE
Sub-section 1:
The clerk of the House who shall be an elected member of the NRC shall be
elected by simple majority of the NRC present and voting.
Sub-section 2: He
shall take the proper minutes of the sitting of the NRC and other duties as the
assigned to him NRC.
Sub-section 3: He
shall prepare in advance a comprehensive agenda of all the major points to be
discussed and appointments to be made at every sitting of the house.
SECTION 12: ASSISTANT CLERK
Sub-section 1:
He/she shall be elected by simple majorly vote of members of NRC present and
voting.
Sub-section 2: He/she
shall assist the clerk from time to time and shall perform all the duties of
the clerk in his/her absence.
Sub-section 4: He/
she shall to other duties as may be assigned to him by the NRC.
SECTION 13: PROCEDURE AT NRC MEETINGS (S)
Sub-section 1:
procedure at the NRC shall be regulated by the standing orders as set out in
schedule 1 of this constitution.
Sub-section 2:
Without prejudice to subsection 2 of this section, shall have power to amend the
standing orders provided. That any part of the constitution can only be
suspended by two third (2/3rd ) majorly of the members of NRC present
and voting at a meeting and; Quorum can only be suspended by a two-third
(2/3rd) majority of members of NRC present and voting at a meeting.
SECTION 14: MEETING OF THE NRC
Sub-section 1: The
NRC shall hold at least four (4) business meeting in any parliamentary year
before the dissolution of that council. The parliamentary year will be period between
the general election and another.
Sub-section 2:
It shall be the duty of the speaker acting through the clerk of the House to
Summon meetings of the NRC and notice of all such meeting shall be circulated
to all members at least 3 days before the date of the meeting.
Sub-section 3:
All motions passed by 2/3rd majority of the NRC and shall be forwarded to the President
or the Vice President for assent and stand binding should the Present or
Vice-President delays it for more than seven (7) days.
Sub-section 4:
Special meetings of the NRC may be summoned by the speaker or by a written
petition of 1/3rd of members of the NRC provided notice of such meetings is
given at least 24 hours in advance.
Sub-section 5:
Emergency Extraordinary/Congress meetings of the NAAS shall be summoned by the
Speaker. On receipt of a written petition duly signed by at least 1/4th of NRC
members or 10% of the financial member
of which shall represent all parts in the college within 24 hours of such petition. Whenever he judges it
right in the interest of the Association, in doing so, subject to the provision
that it shall be the first duty of the council when thus convened. Notice of
such emergency or extraordinary meeting shall be delivered by hand to all NRC
members and conspicuously displayed on the Association Notice Board at least six
(6) hours before the time of meeting and such notice include the agenda for
meeting.
Sub-section 6:
Members of the C.E.O Committees and Commissions of the Association shall
prepare official report of their sessional activities for debate by the NRC at
its last business sitting.
Sub-section 7:
subject to the provisions of this constitution, the standing orders as amended
from time to time by the NRC shall regulate the proceedings of the meetings of
that body.
Sub-section 8:
Minutes of proceedings of every meeting and of attendance of the members of
N.T.C shall be recorded by the clerk in
a book kept for that purpose. Such minute shall after being approved by the
N.R.C be signed by the Speaker at the meeting at which they are read. Every one
of such minutes when recorded and signed shall be considered a correct and
original record of proceedings.
SECTION 15: RIGHTS OF ATTENDANCE AT NRC MEETINGS
Sub-section 1:
Any student or interested persons may attend meetings of the NRC but only
members of the NRC can take part in the proceedings.
Sub-section 2:
Any student or an interested persons who is not a member of the NRC may be
allowance by the Speaker or members of the NRC to address the House.
SECTION 16: QUORUM IN THE NRC
Sub-section 1:
Quorum in the NRC shall be formed by at least two-third (2/3rd) of the entire
members of the council.
Sub-section 2:
If objection is taken by any member of the NRC at the beginning of the meeting
that the number of members who begins the sitting be fewer than one third
(1/3rd) of the members of that Council and the person presiding ascertained
that the number present is still less than third (1/3) of the number of the
Council, he shall there upon adjourn the House.
Sub-section 3:
Any person who registered and leaves the floor of the House without due
permission from the Speaker or Chief Whip shall be deemed not to have attended
the sitting not withstanding whether he later returns.
SECTION 17: VOTING IN THE NRC
Sub-section 1:
Without prejudice to any provision of this constitution any proposal for
decision in the NRC shall be determined by a simple majority vote by members
present and voting
Sub-section 2:
Voting at the NRC meeting shall be by (open ballot) except the person presiding
considered a secret ballot necessary.
SECTION 18: UNQUALIFIED PERSONS SITTING ON VOTING AT
NRC
Sub-section 1:
Any unqualified student sitting or voting in the NRC shall be deal with as may
be decided by the NRC.
Sub-section 2:
Without prejudice to sub-section 3 of this section the presence or
participation of any person not entitled to be presence at or participate in
the proceeding of the NRC shall not invalidate these proceedings.
Sub-section 3:
Unqualified members voting a NRC meeting will invalidate such voting.
SECTION 19: FOREITURE OF SEATS IN THE HOUSE
Sub-section 1: A
member of the NRC shall be deemed to have forfeited his seat in the council if
he absents himself/herself from three (3) consecutive meetings of NRC without
justifiable excuse or written from the speaker.
Sub-section
2: Any member who loses his seat by
virtue of the provision in subsection 1, of this section shall be disqualified
from being elected into the NRC again or holding any other Association’s office
again.
Sub-section 3:
The speaker’s ruling as to whether or not the expiation for absence adduced
is good, valid or acceptance shall be subjected to its being overruled
by at least two-third (2/3) majority of NRC present and voting.
Sub-section 4: A
member of the NRC shall be deemed to have forfeited his seat on receipt of a
demand for his removal signed by at least two-third (2/3rd) of his constituency
representatives, provided such a demand shall contain reason (s) for his removal.
Sub-section 5: A
member of the NRC shall vacate his seat on ceasing to be a member of the
Association. In case a member of NRC is temporarily suspended from the
university as a result of misbehavior, such a person, will be deemed to have
forfeited his seat temporarily pending the time such suspension terminates.
SECTION 20: REGIGNATION (S) IN THE HOUSE
Sub-section 1:
Any member of the NRC wish to resign his membership shall in the first instance
do so in letter signed and submitted to his consistency leader. Thereafter he
shall inform the clerk of the house in writing which must be dully signed.
Sub-section 2:
Any resignation in the House shall be announced in the floor of the House at
the meeting succeeding the submission of such a letter to the clerk of the
House.
Sub-section 3:
Such proceeding shall only take effect from the moment it is read on the floor
of the House and accepted accordingly.
SECTION 21: FILLING OF VACANCIES ARISING FROM
FOREFEITURE OF SEAT OR RESIGNATION.
The Speaker
shall through the chief electoral officer order that vacancies in the NRC
arising due to forfeiture of seat/resignation be filled within twenty-one days
from the date the vacancy occurred.
ARTICLE 3: EXECUTIVE ARMS
SECTION1: CENTRAL EXECUTIVE COUNCIL
Sub-section 1:
The Executive power of the Association are here in vested in the Central
Executive Council (CEC) and subjected to the provisions of this constitution,
such power (s) may be exercised by them directly or through officers
subordinate to them provided that nothing in this section shall prevent the NRC
from delegation functions on persons Committees or commissions other than this
body.
Sub-section 2:
The Executive power of the Association shall include the execution and
maintenance of this constitution and all matters with respect to which the NRC
has power to make rules and regulations.
SECTION 2 COMPOSITION OF EXECUTIVE ARM
Sub-section 1:
The central executive council shall consist of:

Sub-section 2:
All officials of the Association should be students of the college of Agric,
Science who have spent at least a year in the university and shall be elected
by secret ballot.
Sub-section 3:
All officer of the central executive council shall take Oaths of officers in
accordance with section 7 of Article 2.
Sub-section 4:
Subject to Article 2 section 3 subsection 1 of this constitution, any executive
member shall have the right to attend any NRC meeting as observer.
Sub-section 5:
Without prejudice to subsection 4 of this section any executive member shall
have the power to sponsor a bill on any issue that concerns his portfolio which
is to be discussed by the NRC.
SECTION 3: FUNCTIONS OF THE OFFICERS
THE PRESIDENT
Sub-section 1:
Ø The president
shall be the head of the Association and the leader of the CEC.
Ø He shall supervise
and co-ordinate effectively all aspect of the Association’s activities
Ø shall have the power to come to the house and
address it on any issue he feels to be important and requires urgent consideration
in accordance with the provision of section 3 sub-sections 1 articles 3.
Ø Preside and
direct all proceeding (s) of all executive and general meetings
Ø Have the
prerogative of calling general meetings through the secretary.
Ø Have the power
to adjourn or close a disorderly meeting on the condition that, at least
one-third (1/3rd ) of the members at the meeting supports him/her
Ø Endorse adopted
minutes of meetings in or conjunction with general secretary.
Ø Sign in
conjunction with the general secretary all minutes and other relevant documents
of the Association.
Ø Provide every
assistance needed to the vice-president during the NAAS/AGRIC WEEK.
Ø Inform the
speaker when-ever he/she wishes to address the house at least (5hrs) five hours
before the commencement of the NRC meeting he/she desired to attend.
Ø He shall be a
signatory to the association’s account.
Sub-section 2:
(i) During any
period for which The office of the president is vacant or The Association
President is absent from the campus or he’s/she’s unable to perform the
function of his office by reason of illness or The president is removed in
accordance with the provision of this constitution; the function of that office
subject to the provisions of this section shall be performed by the
Association’s Vice President.
(ii) In the
absence of the vice president the functions enumerated in the Article 3 section
3 sub section 2 of this
constitution shall be performed by the speaker of the NRC for not more than 30 days in which a
bye-election shall be conducted to elect a new president.
Sub-section 3:
The Vice President
Ø Shall Assume the
function of the president when the latter is not around or vacant
Ø Assist the
president in the performance of his/her duty
Ø Be the chairman
of the NAAS/AGRIC WEEK committee.
Ø Perform all
other functions as may be assigned to him/her by the president.
Sub-section 4:
General Secretary
The General
Secretary shall:
Ø Summon all
general meetings as be directed by the president
Ø Be responsible
for all the Association’s correspondence and shall keep the Association’s
property entrusted in his case and custody.
Ø Organize and
maintain regular contact with other sister Association, members, and honorary
life members.
Ø Record all the
proceedings of the general meetings of the Association.
Ø Prepare and make
available to all members the Agenda of any meeting of the General meetings
Ø Accompany the
president in all outside engagements or where the sec-general is indisposed
Assistant secretary will take charge.
Ø Prepare and
present an annual report in a general meeting at the end of the tenure of
office of regime.
Ø On the advice
and approval of the central executive council, compile a comprehensive record
of the activities of the council for the parliamentary year and shall
thereafter present the same to the NRC at the last meetings of the council.
Sub-section 5:
Assistant General Secretary.
The Assistant
general secretary shall:
Ø Assist the
general sec. in the discharge of his/her duties Perform all the duties of the
general sec in the latter’s absence or upon removal
Ø Take minutes of
all executive meetings as may assigned by the general sec or the Executive
council.
Sub-section 6:
Public Relation Officer
The Public
Relation Officer shall:
Ø Be responsible
for making public activities of the Association such as the Agric-week
Ø Shall be
responsible for giving appropriate reactions to public statements which affect
the Association directly.
Ø Assume other
functions which may be assigned to him/her by the executive council
Ø Shall be the
Chairman of Editorial board committee.
Sub-section 7:
Welfare Officer
The Welfare
officer shall:
Ø Shall be
responsible for matters relating to the general welfare of the Association
members and the entire Association guess.
Ø Shall be
responsible for keeping association’s physical properties.
Ø Shall be a
member of the Agric-week committee.
Ø Shall be the
chairman of the welfare committee of the Association
Ø Shall assume
other functions which may be assigned to him/her by the executive council.
Sub-section
8: Financial Secretary
The Financial
Secretary shall:
Ø Collect the dues
and issues receipts of payment to all financial members of the association.
Ø See to the
general financing of the Association
Ø Be a signatory
to the Association’s Account
Ø Make his/her
account available for Auditing when necessary on request by the NRC
Ø Be the chairman
of the fund-raising committee that might be set-up
Ø Submit the
report of all financial transaction (s) to the general secretary for inclusion
in annual report.
Ø Perform any
other functions as may be assigned to him/her by the executive council.
Sub-section 9:
Social Secretary
The Social
Secretary shall:
Ø Be responsible
for all the social activities of the Associations.
Ø Shall chair the
orientation week committee and NAAS dinner committee.
Ø Shall co-host
with the president any visiting Association to the college.
Sub-section 10:
Sports Secretary
The sports
Secretary shall:
Ø Be in charge of
all sporting and recreational activities of the Association such as the annual
inter-level football competition and other sporting activities.
Ø Liaise between the
sports council of the university and the Association.
Ø Chair the
Association’s sports week.
Sub-section 11:
Exchange Programme Co-ordinator.
The Exchange
Programme Coordinator shall:
Ø Act on behalf of
the National exchange coordinator of NAAS in his chapter.
Ø Secure placement
for students coming to his locally for the exchange programme (s).
Ø Handle all
matters pertaining to the exchange programme.
Ø Search for local
farmers who would be ready to absorb members for exchange programme (job placement).
Ø Shall perform
any other functions as may be assigned to him/her by the Executive council.
SECTION 4: COLLECTIVE RESPONSIBILITIES COUNCIL
Sub-section 1:
The CEC shall be collectively responsible for any act or omission by any
officer which is in accordance with the joint decision reached by the CEC.
Sub-section 2:
Any officer of the CEC should be solely responsible for any act or omission by
him which is not in accordance with the provision of subsection 1 of this
section.
SECTION 5: MEETING OF THE EXECUTIVE COUNCIL OF THE
ASSOCIATION
Sub-section 1:
The Executive council of the Association shall meet as often as necessary for
the effective running of the Association.
Sub-section 2:
Meetings of the council shall summoned by General-Secretary or the Assistant-Secretary
in his/her absence on the advice of the president.
Sub-section 3:
Two-Third (2/3rd) of the Executive council members shall constitute a quorum of
the Executive meetings.
Sub-section 4:
The Executive shall decide the manner in which he/she shall vote in the every
of a tie.
Sub-section 5:
The Association general-Secretary or the Assistant general–Secretary in his/her
absence shall be ascribed to the Executive council within five (5) days of such
a meeting.
ARTICLE 4
SECTION 1: JUDICIARY
The judicial
powers of the Association are here invested in the courts and Electoral
petition committee to which this section relates.
SECTION 2
Sub-section 1: There
shall be a judicial council of the Association consisting of 7 (seven) members
in all.
The Chairman who
shall be a student from part III –V in the college and must have in the past be
a member of any council in the college.
Six (6) others
appointed from part III-V of the colleges.
Sub-section 2:
They shall be appointed by the NRC at its first business meeting.
Sub-section 3: There
shall be a student Bar Committee (SBC) which shall consist of Ten (10) members.
Membership shall
be selected in accordance with the general provisions of the Judicial Council.
The committee
shall have its own rule and regulation and the Chairman shall come from the
judicial council.
SECTION 3: FUNCTION OF JUDICIAL COUNCIL
Sub-section 1:
shall function for one parliamentary year and stand dissolved after a now
council has been appointed to succeed it.
Sub-section 2:
The council shall, decide all questions of interpretations referred to it under
Article 2 section 8 subsections 5 of this constitution.
Sub-section 3:
shall try all matters referred to it by the NRC, the Association President and
other members of the association.
Sub-section 4:
it shall hear appeal in the decision of the Electoral Petition Committee.
Sub-section 5:
Without prejudice to other situations that covered here other cases tabled by
the council shall include:
Ø Official
Corruption.
Ø Affairs of a
resigning officer which the speaker may refer to it.
Ø Violation of the
provision of this constitution.
Sub-section 6:
Council shall be solely financed by the Association.
Sub-section 7:
The council shall commence work within seventy-two hours (72hrs) of the receipt
of any matter refereed to it.
Sub-section 8:
No member of the council shall take up any office/appointment of the
Association during his/her tenure of office.
Sub-section 9:
the chairman/any other member of the council may be removed by a motion raised
by ¾ of the members of NRC present and voting provided they form a quorum.
ARTICLE 5: COMMITTEES, BOARDS AND COMMISSION
SECTION 1: BUDGETARY AND FINANCE COMMITTEE
Sub-section 1:
The committee shall consist of a chairman and four (4) other members which
shall be appointed by the NRC at its first business sitting.
Sub-section 2:
Members of the committee shall be drawn preferably from within the NRC.
Sub-section 3:
The committee shall at the beginning of every parliamentary year receive or
cell for and deliberate on the budget of the executive council, NRC judicial
council and other association committees and commission and submit a report to
the on the NRC.
Sub-section 4:
The committee shall, if necessary, review or draw up financial institutions and
shall not take effect until it is ratified by the NRC.
Sub-section 5:
The committee shall check and on auditing the balance sheet of the executive
council and other association committees and commissions make a report to the
NRC.
SECTION 2: AUDIT COMMITTEE
Ø Membership shall
be selected in accordance with the general provisions of the Audit committees.
Ø No member of the
current executives shall serve in this committee.
Ø The committee
shall have the prerogative power to summon any executive, member of the
executive council to tender any financial document in respect to his/her
office.
Ø The number of
members shall be five (5).
Ø Members shall be
selecting from any part in the college (not more than 3 members from a part.
Ø The committee
shall audit the account of the financial secretary as warranted by the NRC or
members of the Association whose number is not less than seven (7).
Ø Shall forward
their findings and recommendation (s) to the NRC which shall act in accordance
with section 5 subsection of this constitution.
SECTION 3: WELFARE COMMITTEE
Sub-section 1:
shall consist of a chairman and five (5) other member.
Sub-section 2:
The Welfare officer shall be the chairman and members shall be class
representatives from parts I to V in the college nominated by the NRC.
Sub-section 3:
The committee shall receive and consider complaints and suggestions on academic
affairs of the students.
Sub-section 4:
The committee shall make recommendation (s) to the executives via the chairman.
Sub-section 5:
The committee shall take care of the general welfare of the students in the
college.
Sub-section 6:
The committee shall be responsible for doing such other things that are
reasonable incidental to the good of the association member.
SECTION 4: PRESS BOARD
Ø The Association
editorial board shall be named Agro scope press club.
Ø The Association in
addition to NAAS editorial board shall allow other press club (s) and deemed
fit, by the executive council and NAAS representative council of the
Association.
Sub-section 1:
The Editorial Board
The editorial
board shall be financed by the Association and shall work with the public
relation officer of the Association.
Membership shall
be selected/screened by the editorial board.
The Editor- in
chief shall be the public relation officer.
Sub-section 2:
Other press club (s) may not be financed by the Association.
Sub-section 3:
Collective Responsibility.
Both the
editorial Board and other press club (s) shall be jointly responsible for:
i. Publishing at
least one major magazine annually.
ii. Issuing articles
of agricultural, scientific socio political and cultural backgrounds.
iii. The
Association’s Editorial Board (i.e Agro scope Press Club) and any other press
Club (s) shall be dissolved re-constituted and or reshuffled by the members of
the press club.
iv. All members
of the association’s Editorial Board, any other existing press club must pay
their annual dues within the first quarter of the Harmmattan semester of the
academic session.
SECTION 5: SOCIAL COMMITTEE
Ø There shall be a
social affairs committee consisting of not more than five (5) members with the
social Secretary as the chairman.
Ø The committee
shall arrange for all social as well as cultural activities association and
assist the Social secretary in the discharge of his duties.
SECTION 6: SPORT COMMITTEE
Ø There shall be a
sport committee of the Association consisting of all game captains within the
sport secretary as the chairman.
Ø He shall assist
the sport secretary in the effective discharge of his duties.
SECTION 7: ELECTORAL COMMISSION
Sub-section 1:
Ø There shall be an Electoral Commission
consisting of five (5) Electoral Officers appointed by the NRC at the end of
every parliamentary year.
Ø Members shall be
drawn from the part II – V.
Ø All member of
the electoral committee shall be financial members of the association.
Ø An Electoral
Officer shall hold office for a parliamentary year and shall not be eligible to
vote or be voted for at any elections during his/her tenure nor be removed by
the NRC except on grounds of misconduct in his official duties, and in
accordance with the provision of this constitution.
Ø The commission
shall be charge with the Responsibilities of organizing and conducting the
election in to the executive and the N.A.A.A representative council.
Ø The commission
shall choose time for the election, but should respect popular public opinions,
particularly from the general meeting.
Ø The Electoral
commission shall stop any election when there is break down of law and others (crisis).
SECTION 8: ELECTION PETITION COMMITTEE
Sub-section 1:
There shall be an Election petition committee.
Sub-section 2:
Members shall be nominated by the NRC at the end every parliamentary year.
Sub-section 3:
The number of members shall be (5) five.
Sub-section 4:
Members shall be drawn from the Departments.
Sub-section 5:
this committee shall be charged with the responsibilities of hearing
petitions/cases as may be filled by any candidate in any election.
Sub-section 6:
the committee shall scrutinize the fairness of the election and make recommendations
which shall be final, unless an appeal against it has been lodged with judicial
council.
Sub-section 7:
The election petition committee shall cancel any election result if
malpractices or misconduct are well documented and established by either the
electoral officers or by members of the Association.
SECTION 9: STUDENT DISCIPLINARY COMMITTEE
Sub-section 1:
there shall be a student disciplinary committee set up by the NRC which shall
consist of five members.
Sub-section 2: The
committee shall see to the matters of discipline, misconduct or abuse
of officers
among Elected/Nominated officers.
Ø This committee
shall have power to summon any erring appointed officers.
Ø This committee
shall treat other matter refer to it by
the NRC.
Ø This committee
shall recommend the appropriate diplomacy measure (s) for any Association
officers or employee (s) found guilty of any of the allegation contain in the
sub-section (2) (a) of this section.
Ø The committee
shall be financed by the Association.
Ø The composition
of the membership should be drawn from members of the Association.
SECTION 10: ASSOCIATION’S PROPERTY
Sub-section 1:
Every officer of the Association shall take
due and give proper account of the Association’s property on trusted in
his/he care and hand over same or his/her successors by means of well-prepared
document designed for this purpose, by the budgetary and finance committee.
Sub-section 2: A
successor to an officer shall lodge immediate compliant to the NRC for any
Association’s property on shall be deemed liable to account for it on the
complaint of his/her successor.
ARTICLE 6: MISCELLANEOUS
SECTION 1: OATH
Sub-section 1:
Each member of the CEC, NRC and the Judicial shall assuming office take an
‘Oath’ as prescribed in the Appendix of this constitution.
Sub-section 2:
The ‘Oath’ shall be administered by the provost of the College on the
swearing-in of the both the CEC and NRC.
Sub-section 3:
The former speaker shall administer the Oath on the incoming officials of the
Association if the Provost of the College is not available.
SECTION 2: CODE OF CONDUCT
Sub-section1:
There shall be a “Code of Conduct” as expressed in the Appendix on the
constitution.
ARTICLE 7: ELECTIONS
SECTION 1: ELIGIBILITY
Subsection 1:
Subject to other provisions of this constitution only registered members of
this Association who have spent at least an Academic session in the University
shall be eligible to vote and be voted for.
Sub-section 2:
Member of the Association who has been indicted for official or financial
misappropriation and have proving guilty and convicted of any criminal offence
by competent panel of enquiry is not eligible to contest for any office.
Sub-section 3:
Members of the Association shall be allowed to contest for a post (the same office)
for 2 terms but not for the third terms.
Sub-section 4: A
dismissed officer of the Association cannot be eligible for any association
elections throughout his/her staying in the college.
Sub-section 5:
Member (s) of the Association contesting for NAAS president must have in the
past been an honorable or serve NAAS or his/her Department in any recognized
capacity.
Sub-section 6:
Person (s) contesting for the President and Vice-President of the Association
must be a financial member of the Association.
Sub-section 7:
Any person, who contest election into the CEC and loses, shall not be eligible
to contest election into the NRC in the same parliamentary year.
SECTION 2: ELECTORAL LAW
Sub-section 1:
Each nomination paper shall bear the signature of propose and a seconded and
shall be counter signed by the person signifying his/her acceptance of the
nomination.
Sub-section 2:
No person shall nominated more than one candidate for each post.
Sub-section 3: A
candidate may withdraw from an election by submitting a letter to the Electoral
Commission of such decision.
Sub-section 4:
The Electoral Commission shall draw a list of names or candidates for the
various officers and exhibit such list
on the college notice board at least two (2) days before the elections are held
and no name shall be added to the after
the names have been exhibited.
Sub-section 5:
If there are no candidates into any office, the nomination shall be extended
for an appropriate length of time.
Sub-section 6:
Election results shall be announced not later than 24 hours (Twenty four hours)
after the elections have been held.
Sub-section 7:
Election petitions shall be filled with Election petition committee within
forty-eight (48) hours of announcement of election results.
Sub-section 8:
In case of tie during election to an officer, the electoral commission shall
have the power to conduct a fresh election, to decide who is to occupy the
post.
Sub-section 9:
Bye election shall be held immediately a post is vacant but no office of the
Association shall be eligible to contest for such vacant post without first
resigning his/her post.
Sub-section 10:
i. A vacant
office shall be filled by the process
through which such office is normally filled.
ii. Such office
(s) shall be filled latest thirty (30days after vacancy is ascertained subject.
Sub-section 11:
Election of a new CEC shall be held towards the End of 2nd Semester.
Sub-section 12:
The election of the NRC shall be held 3 days after the CEC election.
Sub-section 13:
There shall be a bye-election within twenty-one (21) days to fill all vacancies
of an Association’s office or of the membership to the NRC occasioned by
resignation, removal or otherwise of a student.
SECTION 3: REMOVAL OF THE ASSOCIATION OFFICERS
Sub-section 1:
Any officer of the Association shall cease to hold office if motion for his
removal is supported by two third (2/3rd) of members of the NRC present and
voting at a meeting, provided they form a quorum.
Sub-section 2: A
notice in writing is given to the Speaker of NRC which states that the conduct
of the Office is investigated so as to ascertain whether he is guilty of
misconduct in the performance of his functions. The notice is signed by not
less than one-third (1/3) of all members of NRC, the Speaker shall forth with
refer the matter to the NRC.
Sub-section 3:
The speaker shall there upon convene a meeting of the NRC to consider the
matter and he/she, any other person presiding at the meeting shall after
permitting the motion to be debated during such period as he deems fit direct a
vote on the motion/notice and the officer shall be dismissed on a vote of at
least two-third (2/3) of the members of the NRC present and voting.
Sub-section 4:
REMOVAL OF SPEAKER OF NRC
The speaker
shall be removed by two-third (2/3) of the members of the NRC present and
voting at the NRC meeting provided they form a quorum and the Deputy Speaker shall
act pending the time a new Speaker is
elected.
SECTION 6: RESIGNATION OF ASSOCIATION’S OFFICER
Sub-section 1:
Any appointed/elected officer of the Association may resign his office, post or
seat or other appointments in writing to the competent authority in accordance
with the provisions of this section.
Sub-section 2:
The officer resigning must if he holds any executive post at least two (2)
weeks before his resignation will take effect, submit a comprehensive report of
his official activities to the date of his resignation.
Sub-section 3:
Any Association officer resigning under the provisions of this section except,
the Speaker of the NRC shall tender his resignation to the speaker, if the
speaker is resigning office, he shall forward his letter of resignation to the
NRC.
Sub-section 4:
No resignation shall take officer unless and until the competent authority
specified in this section has accepted it, and unless and until this is done,
the resigning officer shall loyally discharge the duties of the office he
intends to vacate.
Sub-section 5:
The Competent authority may before accepting the resignation offer refer the case to the Association Judicial Council if it in satisfied that the resignation is frivolous or is an
attempt to escape liability for a
wrongful conduct against the interest of the entire members of the Association
and for which the officer could have otherwise been unanimously dismissed.
SECTION 7 CERTIFICATE OF MERIT
Sub-section 1:
Any officer of the Association shall on successful completion of tenure of
office be awarded a certificate of merit
Sub-section 2:
the provision of subsection (1) above also include NRC members, electoral
commission or nay other committee deemed to have performed successful in any
task given him
Sub-section 3:
At any condition where in any recipient of certificate of merit is found guilty
of any mistrust any time such certificate shall be declared invalid.
ARTICLE 8: CARETAKER COMMITTEE
SECTION 1
Ø A care-taker
committee shall be set-up by the NRC.
Ø It shall
function whenever the CEC is not in place for more shall one (1) month.
Ø There shall be a
caretaker committee of the Association which shall consist/of:
Subsection 1: the
chairman, who shall perform the functions under Article 3,
Subsection 2: the
Deputy Chairman, who shall perform the functions under Article 3,
Subsection 3:
the Secretary General who shall perform the functions under Article 3
Subsection 4:
the Assistant Secretary General who shall perform the functions under Article
3, section 3, subsection 4.
Subsection 5: the
welfare officer, who shall perform the function sunder Article 3,
Subsection 6: the
public Relations officer, who shall perform the function under Article 3,
Subsection 7: the
Financial Secretary, who shall perform the functions under Article 3,
Subsection 8: They
shall be liable to be audited by the Budgetary and Finance Committee of the
Association.
Ø They are vested
with the executive authority under Article 3, section 1, subsection 1 and 2.
Ø They shall
perform all other functions of CEC as contained in Article 3 of this constitution.
Ø Members shall
during the transition period not be eligible for elections.
Ø They shall
prepare a well document hand-over note to the in-coming executive before
leaving office.

i. Adjournment.
3. MOTIONS
Original Motions.
i. All motions
duly signed shall be submitted in writing to the clerk of the House not later
than 3 days before such meeting.
ii. Any bill
submitted to the Clerk of the House shall
be displayed on the Association’s Notice Board at least 48 hours before
the meeting and such a bill shall be included in the agenda of the meeting at
which it is to be discussed.
iii. A motion
which has been moved and seconded shall not lapse unless the mover is absent from the
meeting it the time the motion is tabled for debate.
Amendments:
i. To leave out
words, or
ii. To leave out
words and insert or add others, or
iii. To insert
add other words.
MOTION WITHOUT NOTICE SHALL BE:
i. Motion
withdrawing a motion.
ii. Motion to
adjourn the meeting.
iii. Motion that
the question be put now.
iv. Motion to
adjourn debate.
v. Motion to
introduce any business deemed by the speaker to be urgent.
vi. Motion to
reverse a decision of the speaker.
vii. Motion to
suspend standing order or a clause of the Constitution.
viii. Motion to
limit or extend time for debate.
ix. Motion to
alter procedure of business.
x. Motion to
post-pone consideration of a motion to date.
xi. Motion to
refer any issue to committee.
RULES OF DEBATE
Ø A member of the
House shall stand when speaking and shall address the Speaker/chairman and the
House.
Ø If two or more members rise up at a time, the
Speaker/Chairman shall determine to whom precedence shall be given.
Ø If the
Speaker/Chairman, as occasion rise to assert this authority any member of the
Council standing shall immediately resume his seat.
Ø Debate must be
limited to the immediate pending question.
Ø The Speaker/Chairman
shall rule out of order a member who fails to adhere to the subject under
discussion.
Ø A member shall
not speak more than once on the same motion or amendment.
Ø The mover of an
original motion and reply to the debate on the same motion and in rely shall
limit himself to answering statements or arguments made in the course of the
debate.
Ø The Speaker may
call to order any member of the House for disregarding the Authority of the
speaker or for abusing the rules of the House. If after such caution, such a
member persist in misconduct himself,
the Speaker may:
(i) Disqualify the member from voting on
a specific issue; or
(ii) Order the member to take leave of the
House for a specific period of time.
Ø All members of
the NRC shall remain standing when Speaker enters the House and shall sit down
when he has taken his seat.
POINT OF ORDER
Ø A point of order
when raised must be heard at all-time except during the time of voting unless
such standing order intends to refer to misconduct in voting procedure.
Ø It can also be
concern such matters as Indecorum
Ø Intention to
refer standing order and or a clause of the constitution Violation of the
standing order.
Ø Introduction of
the matter not relevant to the question under consideration.
CONSTITUTIONAL ORDER
This shall
prevail all over the orders:
Ø A constitutional
order shall be invoke to suspend all points of order pending the resolution of
a particular matter under debate.
Ø It shall be
invoked to refer to a clause of the constitution if a matter have been debated
upon without following the normal constitutional procedure, any decision
therefore shall be annulled through a constitutional order but not before it is
properly tabled
MOTION FOR ADJOURNMENT
The mover of the
original motion shall have a right to reply to a motion of adjournment after
which no further debate shall be permitted and vote shall be taken immediately.
VOTING
Every member
except the speaker and the deputy speaker shall be entitled to vote. The
speaker shall have a casting and deliberation vote where there is a tie. Voting
shall be by a show of hands provided that mover of the motion or resolution
shall be entitle to demand a poll if his so desires.
